Why most inspections start with a Title Only
Arizona requires a vehicle to transfer together with its registration, unless the vehicle genuinely can't be driven. When it can't, a Title Only takes the place of a full transfer, and it needs one of two things on file first: a Level 1 Title Only inspection, or a failed emissions test.
That's the reason most people end up booking an inspection here. It isn't a separate errand tacked onto the title work, it's the document that makes the Title Only possible in the first place.

What a Level 1 inspection actually checks
A Level 1 inspection verifies the vehicle identification number against the federal label, confirming the VIN on the car matches the VIN on its own paperwork. That same VIN and federal label check sits behind an abandoned vehicle inspection and a purchased or bonded title inspection too.
Which of those applies depends on how the vehicle came to you, not on the inspection itself. An abandoned vehicle inspection, a purchased title inspection and a bonded title inspection all start from the same VIN verification and diverge from there.
Chapter 03
On-site, off-site, or a mobile inspector comes to you
Inspections run on-site at our counter and off-site, and a mobile inspector is available for vehicles that are harder to bring in. That matters for anything too large to trailer over easily, or sitting somewhere that makes a counter visit impractical.

All four offices, and what happens after
Inspections run at all four Tucson offices, the same as titles, registration, permits and notary work. Only driver licences, photo IDs and road tests are limited to Prince Rd and Irvington Rd.
Once the inspection clears, it goes straight into the title or registration file it belongs to. If you're here for a Title Only, that's the piece that lets us file it the same visit instead of sending you away to arrange separately.
